DSSs have also been designed for flood control and risk management. Cunge et al. [1991] developed a DSS for real-time flood forecasting on the Fuchun River in China. The DSS included state-of-the-art rainfall/runoff models, an electronic data acquisition system, and an expert system. Brimicombe [1992] assessed the integration of GIS and hydraulic simulation in spatial decision support systems for flood risk assessment for Hong Kong. He concluded that DSSs built from integrating GIS and simulation could be widely applied in the engineering, planning and legislative domains and have substantial benefits to mankind. Simonovic [1993] presented a prototype DSS for the planning and operation of an urban flood control system for Winnipeg, Canada. The DSS combined numerical models with GIS for assessing flooded areas and damage, expert systems for selecting management alternatives, and database management software to facilitate model data input. Several directions for future system enhancement were identified, including the incorporation of animation and sound effects.
